It begins with an overview of ITC's definition of SME competitiveness and an explanation of the nature of the SME CS, the parties involved in it and the potential uses of the data gathered. It then moves on to focus on the survey's structure and the ways in which interviewers are expected to carry out the SME CS. تهدف هذه الدورة التدريبية إلى تعريف المشاركين
بطبيعة اتفاقية تيسير التجارة المبرمة مع منظمة التجارة العالمية. وتقدم الدورة
استعراضًا شاملًا لاتفاقية تيسير التجارة، وتركز بالأخص على الحقوق والالتزامات
التي تنطوي عليها والمترتبة على الدول الأعضاء، كما أنها تحدد الطرق العملية التي
يمكن من خلالها للقطاع الخاص تقديم الدعم في إنفاذ الاتفاقية. 

تُستهل الدورة بملخص يوضح أهمية اتفاقية تيسير
التجارة، ومن ثم تبدأ مناقشة هيكل الاتفاقية، والأدوار التي يتعيّن على كلٍ من
الأطراف الاضطلاع بها في سياق الاتفاقية. وفي جزئها الثاني، تُفصّل الإجراءات
والتدابير المرتبطة باتفاقية تيسير التجارة والهادفة إلى تعزيز الكفاءة عبر
الحدود، وبالأخص من خلال زيادة الشفافية وإزالة العوائق أمام التجارة. وأخيرًا، تُختتم
الدورة بتسليط الضوء على متطلبات إنفاذ الاتفاقية والامتثال لها، بما في ذلك الأدوار
التي تضطلع بها اللجان الوطنية لتيسير التجارة.
